Germany and Jordan are committed to create a sustainable, secure and affordable energy supply. Both countries work together to achieve an energy transition domestically as well as on a global scale.

We provide a forum for high-level political dialogue and bring together representatives from industry, finance, and academia to support a broader use of renewable energies and energy efficiency.

Per Capita Electricity Consumption

The per capita electricity consumption speaks of the individual contributions to a country’s energy needs. In both countries the access to electricity is 100%. Germany has the 6th highest electricity consumption in the world, while Jordan ranks 74th. This illustrates how much more electricity is consumed at a personal level in Germany in comparison to Jordan.

Hours of Sunlight

Solar power is one of the most important renewable energy sources. How much exposure a country experiences tells us how much potential there is to engage in energy production through photovoltaics. In Jordan 1218 MW are generated through photovoltaics, equalling 76% of the operating renewable energy projects (2020). In Germany 49.016 MW are generated through photovoltaics, equalling only 19% of the operating renewable energy projects (2019).

Share of Renewable Energy

The current share of renewable energies in the energy mix tells us how far along a country is already with the energy transition. In Germany, renewable sources contributed  43.9% share of electricity generation. In Jordan, renewable sources contributed 20% share of electricity generation.

Both countries play crucial roles in their respective regions. Not least due to its geographic location, Jordan functions as a hub for the Maghreb and Mashreq regions. Germany, located in the very heart of Europe, is the most populous country in the European Union.


About the Energy Partnership

The Jordanian-German Energy Partnership was established in April 2019 with a joint declaration between the German Federal Government and the Government of Jordan. Main partners are the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Jordanian Ministry of Energy and Mineral Resources (MEMR). Already in 2016, an energy dialogue was established between the two countries.

Meeting the new Minister for Energy and Mineral Resources

Mid- October saw the appointment of H.E. Dr Saleh Al-Kharabsheh as the new Minister of Energy and Mineral Resources of Jordan. The German Ambassador in Jordan, H.E. Bernhard Kampmann, and the Head of the Energy Partnership Secretariat, Johannes Uhl, had the pleasure of meeting the Minister a day after his swearing in. Together, they discussed Jordan’s current state of energy and the new Minister’s ambitious vision for its development. Dr Al-Kharabsheh conveyed his ambition to scale up work on sustainability in the energy sector and expressed his gratitude for the continuous and close co-operation with Germany.

Establishment of the Partnership

On April 9, 2019, the Jordanian Minister of Energy and Mineral Resources, Hala Zawati, and the German Federal Minister for Economic Affairs and Energy, Peter Altmaier, signed a declaration of intent of the two governments. This marked the establishment of the Energy Partnership which will now be the central forum for high-level exchange on sustainable energy policy in German and Jordan.

The Jordanian-German Energy Partnership is a platform supporting a high-level intergovernmental dialogue on energy matters. We prepare and facilitate high-level meetings. We organize the exchange between relevant institutions in Germany and Jordan.

MENA Europe Future Energy Dialogue (MEFED)

Under the patronage of His Majesty King Abdullah II, MEFED provided a forum for high-level exchange between the MENA region and the European Union. MEFED aims at boosting the transition to a more sustainable, reliable, and affordable supply of energy in both regions. Hosts were the Jordanian Ministry of Energy and Mineral Resources and the German Federal Government.

First “Women Energize Women” Conference

Women play a crucial role in the global and regional energy transition. To strengthen this role, GIZ in collaboration with the German Renewable Energy Federation (BEE) within the framework of the Bilateral Energy Partnerships (EP) and on behalf of the Federal Ministry for Economic Affairs and Climate Action (BMWK) launched a communication campaign. The highlight of this campaign, the first "Women Energize Women" conference was held as part of Smarter E Europe.

Second Energy Balances Workshop: Preparing comprehensive energy statistics for Jordan

In this second workshop of the energy balances training series held in co-operation with Energy Brainpool, energy experts from Jordan were trained on methods of preparing energy balances based on international standards and the experiences of Germany.

Energy balances display all data relating to the energy system of a country and help build a better understanding of the overall energy usage. It is essential to establish suitable techniques for data collection, processing, and verification to produce detailed energy statistics.

Assessing the needs to improve energy efficiency in Jordan

Jordan is in the process of establishing its third National Energy Efficiency Action Plan (NEEAP) for the years ahead, aiming to achieve significant energy efficiency improvements for all economic sectors and boost their productivity. The Jordanian-German Energy Partnership in co-operation with the German Energy Agency (dena) and ECO Consult supports this process.

In various meetings and workshops, partners and stakeholders discussed best-practice measures for the development of the third NEEAP, enhancing their understanding of the associated challenges and opportunities.

A fulfilling gathering for the Jordanian mentees on a special occasion

On International Women’s Day 2022, the Jordanian-German Energy Partnership hosted a networking event in co-operation with the Global Women's Network for the Energy Transition to bring together and celebrate the Jordanian mentees of our online mentoring programme.

Energy Balances Workshop: The importance of proper data management

Good data is crucial for innovation and the energy transition. In December 2021, the Jordanian-German Energy Partnership held a training on energy balances for staff of the Jordanian Ministry of Energy and Mineral Resources.  

This training was provided in cooperation with Energy Brainpool, an independent German consultancy company that focuses on energy markets, trade, and the energy transition.

Discussing the potential of synthetic fuels in the MENA region

In the workshop "Enabling Conditions for Sustainable Synthetic Fuels in Jordan - Infrastructures and Industries", plans were discussed on the production of green hydrogen and synthetic fuels in Jordan as well as the new trade relations that could emerge between Jordan and the European Union related to this.

The workshop was held under the patronage of H.E. the Minister of Energy and Mineral Resources in co-operation with the National University College of Technology (NUCT), the German Aerospace Center (DLR), Wuppertal Institute, and MENARES on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi).

Successful training on Solar Thermal Heaters

The Jordanian-German Energy Partnership concluded a six-day training session on Solar Thermal Heaters which included a comprehensive overview of the working principles for such applications.

Ten engineers from different departments of the Jordanian Ministry of Energy and Mineral Resources participated in the training.

Energy Academy: High-level kick-off

In this high-level meeting regarding the Energy Academy of Germany and Jordan, its implementing institutions agreed on its establishment and discussed the roadmap ahead.

The kick-off was attended by H.E. Minister of Energy and Mineral Resources Dr Saleh Al-Kharabsheh and the German Ambassador to Jordan, H.E. Bernhard Kampmann, as well as the national and international partners of the future training facility.

GWNET online knowledge transfer series: Module 1

This online session will be the first of six online modules that are part of the Energizing Women to Advance the Energy Transition Mentoring Program. Online Seminar: Liberalisation Of The Electricity Market In Jordan

As part of the joint project “Jordan-EU Dialogue on Human Security Issues” that was launched in the past year by Konrad Adenauer Stiftung (KAS) and the West Asia North Africa Institute (WANA), six young Jordanian professionals have worked to produce and present a publication compiling several policy papers focusing on various human security-related issues. This online seminar, which is organised by the Jordanian-German Energy Partnership in co-operation with KAS, contributes to the topic by presenting the paper “Liberalisation of the Electricity Market in Jordan:The Human Security Perspective” by Mustafa Hashem.

First Jordanian-German Energy Business Council

The Jordanian-German Business Council will serve as a platform to connect businesses from the respective partners Jordan and Germany with each other (B2B) and introduce them to the governments (B2G). This event is co-organized with the German-Arab Chamber of Industry and Commerce and will take place virtually. It shall be the first of a series of business councils with the aim to enrich German-Jordanian business relations in the energy sector.
